| DEFINITION: | A significantly reduced rate of intellectual functioning existing concurrently with deficits in adaptive behavior and academic achievement that adversely affects a child's educational performance. The student's cognitive ability and adaptive behavior are not primarily caused by visual or auditory deficits, motor deficits, emotional disability, learning disability, or environmental, cultural, or economic disadvantage. |
